Crafting skill gear (Epic and Rare difference)

Hi,
I wonder what is the difference between rare and epic armor that increases your expertise?
For example:
The Armorer Hat (Rare) and the Armorer Helm (Epic), both have Armorer Expertise: +2 Armorer Crafted Item Quality, but what is the difference?

Right now there is none , they probably intended to have t4 set to only give +1 minimum but they fucked that up too. Only skin is difference atm
