Culling Burn - Hatchet - with 15 STR?

Just crafted this hatchet with alot of sweaty earned genesis materia, and… its useless?

Craftable Culling Burn hatchet, got 15 STR at 600gs. Thought the tooltip was bugged, but nope…

Is this intentional? Possible to get my 5000 genesis materia + 1000 mutator materia back?

(yes some will say: “read before you craft something” but I digress. I assumed one of the most expensive crafts in game(time consuming) would be 30+ stat as everything else)

I think you should report this on the bug forum even though NWDB reports it the same way. It’s coded/treated the way a sword would be, which is why it’s only granting half-stats.
