When did this happen? It happened with the Brimstone update.
By the way, you can add a little animation to the cloak that sits like wood on our backs.
I am having the same issue. Verifying the game files does not fix it.

This is a good thing IMO. The cloak never flowed like other cloaks do, it always stuck to your legs when running. I was LIVID when I bought it and the cloak did not flow.
I’d rather have no cloak, than one that does not flow like all the other cloth/cloaks in game.

Sounds like this will be fixed soon.
We’re aware the cloak has taken a small sabbatical this last patch, but it will be returned better than ever soon! We appreciate your patience and understanding.
