The town populace should be able to drive the upgrades for the crafting stations by doing town quests irrespective of the town owner. Not suggesting the owner doesn’t get the revenue but if the ‘citizens’ wish to push station upgrades they should be able to do it.
This would remove the only real issue with the towns as they are - the fact that lazy companies (or those who just don’t care) can ruin a town for others to use.
Could be a solution to this Problem to have a Timer for like 36h after the past Upgrade has been done, people can vote via Townboard for the next upgrade to happen for 12h.
After the Vote is Set and done, people can spend coin into the Townboard to activate the Upgrade like the company would have done it.
To avoid abuse from company, just withdraw the same amount of coins spended from the people from guildtreasure. 50% of Tax income from this upgrade should be cut so companies could not capitalize on it.
Its safe to say, this needs some kind of tweaking, but after all those bugfixes and other important stuff is done.
