It’s not possible for a low level to enable the pvp mode, as there are many level 60 meandering on low level zones.
Why don’t you disable the pvp mode for hight level on low level zones?
For example:
Zone lvl 1-25
Only players between level 1-25 would be able to activate pvp on this zone.
Zone lvl 25-35
Only players between level 25-35 would be able to activate pvp on this zone.
This is the only way to encourage low level people to enable pvp mode.

Siege is an instanced mode. This would only apply to the open world zones.
If that was the case people couldn’t push influence to war. That requires pvp
Hahahaha no. Low levels can choose not to flag. If they do, they are open to dying. AGS: don’t listen to carebears, they’ll kill off the little life this game has left in it.
so you want a game that is riddled wiht bugs exploits and other coding problems to now impliment server phasing… Its very simple if you dont want to get ganked as a lower lvl play or undergeared 60 you dont flag up for PvP
Look a bit too complicated for nothing. Perconnaly i’m perma flagged and i don’t gank lower level or gatherer. But i think something like a minimum of level / gear scaling can be a good option.
Just dont flag for pvp in the low lvl zones if you dont want to face lvl 60 killing you. It is part of the “open” pvp setup
