Divine Embrace - Shared Struggle and Rebound Life Staff traits can heal full health targets

After some testing with divine embrace, we found that both the Shared Struggle and Rebound traits for life staff have completely random targeting and can heal full health targets, even if there is another injured ally within 8 meters of the cast.

Is there any chance that these traits can have smart healing so they will heal injured allies first before full health targets? This random targeting severely hurts how well these life staff traits can be utilized.

To Test:

  1. Gather 3 people and have them be within 8 meters
  2. Have 2 people VG down below half health and 1 person be full health
  3. Have the healer cast divine embrace on a target under 50%
  4. Notice that the chain from Shared Struggle can go on the full health target
