I’ve looked at the forum and haven’t seen any recent post about this and the last ones were still debating if it or did not.
I just did some basic testing on a dummy and it seem to not stack. Although my damage numbers weren’t exactly what I expected them to be and I’m not the best when it comes to doing these kinds of tests so I don’t really trust my experiment that much.
Edit: I’ve done a bit more testing with a sword that had enchanted, 2 shields with the exact same stats and exact same gearscore but one with enchanted and one without and the damage was exactly the same regardless of the shield, so it does seem like the perks DONT stack.
