Do Perks Stack?

Examples)
Freedom: Slow, Stun, and Silence expires 4.3% faster.
If I have 2 pieces of gear with freedom, do they expire 8.6% faster?

Invigorated: Weaken, Disease, Exhaust, and Rend expires 4.3% faster.
If I have 3 pieces of gear with invigorated, do they expire 12.9% faster?

Refreshing Ward: Reduces active cooldowns by 1.2% after being hit 5 times. Does not trigger off persistent damage or DoT effects.
If I have 4 pieces of gear with Refreshing ward, are my cooldowns reduced by 4.8% after 5 hits?

Do ALL perks stack? Are some additive? Multiplicative? Which perks can you only have 1 of?

Have a look at faction gear.
It seems passives do stack, otherwise they wouldnt make sense the way they are.

As for perks affecting skills: I would guess these dont stack.
Otherwise
Javelin applies Rend, reducing target’s damage absorption by -5.0% for 10.0 seconds. = 30% +
Wrecking Ball penetrates 5.0% of the target’s armor. = 30%
leads to damage reduction of 60% or 51% in case both are applied after the other. (which would be a nice niche)

I did look at them was just about to edit my reply and say if they don’t stack like some people say. Then why does faction gear have the same ones on different pieces.

The question is not so much about the actives one, which very likely don’t stack but for example the PvP weapon grant 10% crit chance each, do they stack? Do only weapon + armor perks stack? Are the stats (str) active but perks only when the weapon is drawn?

In the same way every other passive trait should stack

Some things are capped, here are the known ones from newworldfans.

  • Rend 30%
  • Fortify 50%
  • Haste 50% (the Haste Elixir from the siege armory ignores the cap)
  • Slow 50%
  • Empower 50%
  • Weaken 50%
  • Disease 50%

I don’t know about other ones stacking. I think I saw that weapon -skill- perks don’t stack, as in, only the highest version of things like“Sundering Javelin” would apply, otherwise things would get bonkers.
