Its not about Expertise at all. You don’t need 600 Expertise to get items with shirking, do you? The difference between 625 shirk fort and 580 shirk fort is 0,1% per piece, 3,9% vs 3,8% …
PvP is specialised content, you need specialised perks. Not Expertise, perks.

You don’t need 100k to buy 2-perk gear.

Resilent + Shirking is max 10k. Anyway focus first to get resilent everywhere is god tier perk. Shirking is not so OP as everyone thinks pretty useless against range dps in arenas.

The only part of OPR that isnt balanced is the matchmaking. They should add hidden mmr and balance teams that way at minimum.
all pvp players favorite thing to do in this forum is "complain " you should of learnt that by now ^^
if you see a topic about pvp its always about crying or complaining
I think your problem is that you are a soloplayer in an online mmorpg, you will always have these problems, and the only thing you are doing is solving it with tears instead of looking for people with who you can share all this content.
