If you aren’t level 60 yet or you are waiting for fresh starts which comes out in November, there is a good chance you won’t get these cosmetics. If you want any of them I highly suggest making a character on a legacy server play during the 2xp and at least get to levels 50-60 so you can grind it. The cosmetics are account-wide so you will have them on all your characters.

It’s only 1.5 exp, but what does leveling have to do with buying skins?
i think the halloween even requires to be 60 since you have to battle a very difficult enemy.
Do you get account wide skins from the event? I guess I was just thinking of the current skins in the shop / skins they may add closer to halloween
Is the boss we fight a world boss? I saw a video of it but I’m unsure of the system they employ. If your under geared, which I most definitely will be, will tagging the boss work to get the kill or will dying lots ensue?

Meanwhile, could someone enlighten me to what skins actually are skins?
From a short Halloween preview i have seen weapon blueprints, → these transform into items when crafted with resources = no permanent skin
and actual amror and head skins. Are these “consumable” skins we can unlock accountwide?
so far all even skins have been account wide.

The headgear and armor skin is account-wide when consumed. Players must fight the world boss which is lvl 60 or so and he drops event tokens that can be redeemed for these cosmetics.
