Why is there no T4 house in Ebonscale? Is it supposed to be the one closed of house on top?

I agree, or at least post some clarification on this. Really was looking forward to buying a T4 house in Ebonscale, grinded the rep, only to figure out there only is a tier 3. It makes me not want to spend my 50% on first property discount until there is one.
