Describe the issue you are experiencing: The enchanted perk on the sword and shield do not stack against PvE enemies. Light and heavy attacks deal the same damage when one or both is equipped.

I initially tested this on some mobs in the open world and was able to reproduce the issue, but it was harder to get consistent results while being hit and having to find the same mob name and level. Target dummies were more consistent.
First image is with no shield equipped and an enchanted sword (Deeproot, no gem, no proc affects).
Second image is with an enchanted shield equipped too.

My understanding is this is by intentional design (it’s been discussed many times before).
For sword and shield the perks stack, provided they are not identical.
So for example:
Twarting Strikes on Sword stacks with enchanted on shield
All perks (Enchanted, Keen, Vicious etc) will effect sword hits regardless of whether they are on your sword or your shield but you cannot “stack” two identical perks else this would be too powerful
There may be some outliers like refreshing move & refreshing ward due to the way they work which I haven’t tested, but above is semi common knowledge amongst SnS players
Some perks are exclusive to sword and not available on shield and vice versa so players will look to min-max by tweaking their desired combination
First, that’s not relevant to this bug. All that matters is the damage with and without stacking the perks.
Second, I’m intentionally avoiding any rend or empower effects or any weapon perks that could alter the numbers to remove variables. I’m also wearing heavy because equipping the shield can change your armor class.
But if you want to see what a sword can do and assuage any “learn 2 play” concerns, here you go:
That’s because it’s using the perk from shield which is lower, or they still have the bug below.
I haven’t checked in a while but their OnEquip logic was broken before where it could actually not use the perk from either of them depending on how you equipped and removed gear.
Afaik its intentional and by design. If you have the same perks on Shield AND Sword only one will work. You cant have for example have Keen/Enchanted/Lifesteal on Shield and Sword and expect the effects to be doubled.
im not digging through this mess of a forum but yes they have said you cant stack weapon dmg perks , even though there are some weapons that drop with double weapon perks SNS will not stack damage perks. also there are bane shields id assume wouldn’t stack either
