Describe the issue you are experiencing:
I bought Raw Hide from the market place but became over encumbered. I couldn’t move at all, not an inch. So I dropped half of it on the ground trying to move to the storage, still couldn’t move. Dropped all of it to drop left over items from my inventory in the storage. When I wanted to pick it up again, I couldn’t pick it up anymore, not 1, not 10, not 1000.
I tried to split the stack and add less than half of it to my inventory but I wasn’t able to due to a message saying something along the lines of: " The city or territory must be within your faction for you to be able to pick it up ". But it is in my faction, I am Covenant and so was the city and so was the territory. It happened in Cutless Keys.
I neither couldn’t split the stack in the container itself because the discard container has a max limit of 1100.0 and my items weight 1926.2. I tried buying a potion to add extra weight capacity temporarily to my characters inventory but that didn’t work either, still got the same message.

Is this a bug?
Yes, 100% it is. Not being able to pick up anything from the discard container after being FORCED to throw it on the ground due to the full immobility is a huge overseight. And so is the part that I am part of the faction Covenant, the territory belonged to said faction as did the city.

Yes, I lost 9631 rawhide at the cost of 0.43 cents. Total was 4141,33 gold that I was FORCED to throw away. I alt f4d.

What are the steps to reproduce the issue as you experienced:
Go into Cutless Keys, buy 9631 rawhide from the marketplace, get the overencumberance which causes 100% immobility, drop 50% on the ground (you still should not be able to move), throw the rest on the ground with the other stack (since you can’t move it’ll do it for you…) and try pick it up again or a stack of it.
