Encumbered but able to move freely

• Describe the issue you are experiencing:
  I was encumbered, over the weight limit, but I was able to move freely. I could run, jump, dodge, I didn’t try to cast an ability. My character was however moving weird, shaking.
• Is this a bug or an exploit:
  Both?
• (if a bug) How did the issue effect your gameplay:
  I felt bad and dropped the extra weight anyway.
• (if a bug) Were you able to recover from the issue:
  Yes, once I dropped some weight it worked fine. Picking it back up would trigger the state again.
• (if a bug) Please include a screenshot or video of the issue that you have experienced:
  I don’t have any.
• What are the steps to reproduce the issue as you experienced:
  Unsure. Mining a large silver ore deposit is what started it. The silver put me over the weight limit. I think I moved very shortly after the last pickaxe strike.
