Let 2 perk epic weapons roll a third random perk when upgraded to 600, heck even make it an option to pay an extra 1K shards just for the roll.

Nobody forces you to craft. You could easily run M10s, sell the drops that don’t fit your build and buy items that do.
Legendary (non-named) items are legendary for a reason.
And I don’t even see the issue here. Epic items are sufficient enough to do well in PvE aswell as PvP.
