The explosion damage portion of explosive arrow deals does not benefit from the damage bonus that Orichalcum arrows are supposed to provide. Only the thrust damage portion benefits from the Orichalcum arrow damage bonus.

To my knowledge, yes. Other abilities (ie penetrating shot) benefit from the damage bonus based on your arrow type. However, those abilities deal thrust damage.
The Orichalcum arrows damage bonus does apply to the elemental damage you get when you use an elemental gem in a bow (directly tested ice and fire elemental gems today), so that is good at least.

This ability deals reduced damage and it is not clear from any in game tooltips or information that this should be the case.

What are the steps to reproduce the issue as you experienced:
Equip arrows. Use the ability. Unequip arrows. Use it again. The number you see for the explosion damage will not change.
