Fact check, territorial standings needed for tier housing

Hello everyone, I just had yet another wrench thrown into my master plan playing New World, and wondered if anyone can tell me some things.

I initially thought that standing level of 10 allowed folks to get their home in a settlement, and that you could buy ANY tier home there if standing level was 10. I then learned that higher tier homes require higher territorial standing (as it should), but tonight, either my eyes are playing tricks on me, or the territorial standing for the 20K home in Brightwood just jumped up from 20 to 30 earlier tonight.

Can any one tell me what the needed territorial standings are for tier 1-4, and if these are uniform across all settlements?

And have they changed recently/tonight.
