Faction Control Discounts question

My faction control 9 out of 11 controllable maps in the game. As you can see there’s a Faction Discount but what in the hell’s name means this Faction Control Discounts? And why is it ZERO with 9 controlled maps?

I can’t find anything about this matter anywhere. This value fluctuates along the day even when travelling from/to the same place.

it has to do with the FORTS not the settlements. the ones you for cheaper travel Are First LIght Fort, Monarchs Bluff Fort and Cutlass Keys fort are the main three for azoth travel reduction.
