There is a faction quest in Everfall to kill and skin a bear,problem is people just walk in and steal skinninning part and you have wait until it respawns again. You should drop skinning part or do faster respawn.
Had the same problem with this quest at Windsward. If a group is formed, then everyone should be able to skin it. I gave up on it after players kept stealing the paw, as well as the long respawn times.
