I think with the recent changes to most servers, a second round of faction swaps should be implemented to better balance the factions out. Due to the fact alot of severs are dominated by one faction and some needa wait weeks to swap after being merged into the new worlds. it would help balance the worlds out and spread the player base and hopefully even everything out.

Yes, please refresh the faction swap cooldowns. 
Server merges made some faction populations unbalanced.

This needs to be done. With influx of new players on servers the factions are getting stacked in some cases and a lot of people did recent faction changes trying to balance out their own servers not expecting tokens to come.
