I finished the Quest too and its still Camp Tier 4 
I thought camp tiers were level based
Ok, I am quite sure now, that my Fading Lights Quest completion did not count. I checked every single Camp Quest and then looked up the Territory Stories Quest Achievements in game. Seems like it did not count the Fading Lights Quest for me. Now I am stuck without the ability to do the Quest again.

Same issue, done quests yesterday, to make sure its not in an after quest i finished all the way to the expedition and elite quest in Edengrove. But no T5 Camp
I’m on server norumbega and I just finished the fading lights quest, but it didn’t offer the tier 5 camp as a reward, and I didn’t receive the tier 5 camp. I talked to derick the guy everyone is talking about, the quest giver. And no camp. Is the camp not being given out? I have seen one person in the wild had a tier 5 camp. I know they exist. But nothing online says anything different on what to do. so how do i get my camp? and do they know this is an issue?

Uh so apparently I have the camp. It just doesn’t tell you that it’s a reward or tell you that you received it?
this right here is what worked for me, had to go back and complete the quest for the T2 camp and it gave me my T5

So, I had done T5 quest but not upgraded. I looked at the list here: How to Upgrade Camp in New World - Camp Level up T1-T5 and I was actually missing T3 quest. Quests say upgrades your camp tier but they are not in some order actually, so folks double check, just in case.
I have done all of them, but it did not register my Fading Lights Completion, I back tracked every single Quest for the Camp and completed the Questline. As you can see in this Screenshot I do not have the Fading Lights Completion, but I can not talk to the NPC anymore to get the Quest.
Make sure you do all 4 quests to upgrade the camp tier. I was in the same situation thinking you can do just one of them and boom tier 5. Each quest gives +1 tier upgrade.
- Tier 2 – Reach level 15 and complete Friends in Fashion in Monarch’s Bluffs.
- Tier 3 – Reach level 25 and complete Animal Instincts in Cutlass Keys.
- Tier 4 – Reach level 40 and complete Lupine Observations in Restless Shore.
- Tier 5 – Reach level 55 and complete Fading Lights in Edengrove.

I have completed this quest as well and my camp tier did not upgrade. I reposted another bug post here and hope they fix this.
@Kay @Luxendra Is this in your sight? I am still walking arround with a T4 Camp and no ability to redo the Quest Fading Lights, the Patch a few weeks ago, which should have fixed this did not work for me. I would appreciate an awnser.

Bumping the thread in general for a +1 and to confirm this is still an issue. Besides the Edengrove Spriggan arena quest (not a pre-req for fading lights) I have every other quest done as to my achievements across the entire game.
In my situation I suspect hitting lvl 55 before the first patch addressing the bugged fading lights quest was deployed was at least one possible source of the issue.
Before someone once again brings up that I have to do all the quest that are pre-req’d, see my prior statement. That’s not the issue here.

Scroll up three comments prior to mine for a list of camp upgrade related quest w/ lvl pre-reqs. Also indicated a couple times earlier in this thread you are replying to.
Willing to be the ability to do them in any order is a bug… or an oversight. Hrm.
I already upgraded my camp to Tier 5, I just missed a few quest in restless shore and it fix it.
