Man. I have the same issue. So annoying. They said it was fixed in the previous patch but it wasn’t.

Got the Tier5 Camp.
Solution: I never did the previous Upgrade Quests, so i had the Quest “Animal Instincts” open. After finishing it, i was rewarded with the Tier5 Camp.
