Issue that occurred: Fast Travel disabled despite having more than enough Azoth, resolved when still more Azoth was added.

Location where issue occurred: First Noticed in Windsward
Any steps that can be taken to reproduce the issue: I’m unsure of the exact trigger which caused this, but I’ll provide additional information.
STR:

1. Have over the required amount of Azoth to fast travel to a settlement of your own faction from a settlement outside of your faction.
2. Empty bags of unnecessary items (unencumbured, 86.8/302.4 lbs)
3. Open the map and attempt to Gast Travel to a settlement of your own faction from a settlement outside of your faction.

Expected Result:
We are able to Fast Travel without issue.

Actual Result:
The “Fast Travel” button in the town tooltip is disabled. We are unable to click it, as if we don’t have enough Azoth for the trip.

4. Additional step: Add Azoth with a Vial of Suspended Azoth to add even more. Now, Fast Travel is available.
