Fire staff (combat speed coldown)

Fire staff combat speed ability cooldown should be 10s. as it says but instead it’s sometimes up to 16s., it’s never stable, it can be 12s or 14s etc. Sometimes of 10,9,8,7,6,5 etc. cooldown you get 10,9,8,9,8…

Also having amulet with alacrity (haste duration +29% increase ) does not work on combat speed ability as it does not increase duration time to more than 5s.
