Has anyone else not received the first bag quest? I am now lvl 12, and the innkeeper is not giving me the quest.

sure its the town you’re in offering that quest? Look at the map and see if any other innkeepers have quests
It is the town I started in, havent visited any other towns yet.
We don’t all start in the same zone.
Same here, I am lvl 13 and already in a faction but haven’t gotten any quest from the inn keeper. Did u managed to get yours, if so how?
I got mine around level 20 when I got round to doing the quests
Just make one, you can make a 100 pound bag in the Outfitters station at level 1, need 25 cloth, 12 iron ingots and a rune of holding from a faction rep vendor
to get the bag there is a mission you get from the innkeeper at whatever town you started at that gets you to run to another town and visit their innkeeper and then they send u back to the original innkeeper and that’s when u get ur bag. have a look on your map for a green arrow, you may have already picked it up.
Same here no bag quest in the starting town for a few of us.
are we sure it’s not like the first camp upgrade where you have to go to Monarch’s Bluff for it? Cause I have had 2 characters, one started in Firstlight, and I eventually moved up to Everfall, and picked up the bag quest there, the second one started in Everfall and also did the bag quest there. So Check Everfall.

Now to work out which quest gives me a better camp. 
It’s always quests from the Survivalists.
The first upgrade, to Tier 2, is in the northernmost 1-25 zone; the guy is in the town proper.
The SECOND upgrade, to tier 3, is in Monarch Bluffs. The guy is a ways SOUTH of the town, off to the side of the road.

what? No. The first upgrade is in Monarch’s bluff, the second upgrade to tier 3 was in Cutlass Keys, just NE of the town.
You can go to the Attributes page and there will be a button at the bottom that says “view leveling rewards” if you click it, it shows you all the rewards you get at what levels. if you hover over the icons for the camp tiers, it’ll tell you what quest you are looking for. then you just gotta search your map for that quest. That’s how I found it.
