Claim reclamation, they cannot ignore this.
Now, find in your consumer protection laws where your right to reclamation is.
Quote these paragraphs in your refund request as well as provide a link for the source - although typically it is enough to just quote these things, legalese tends to freak out employees and company 'cos they’re no longer dealing with a dumbfuck.
Steam cannot ignore a reclamation request it is guaranteed by law. If you live in the EU these reclamation claims are valid up to two years after purchase and nothing you have signed and/or agreed to can prevent this.
If Steam still refuse, you shall do it again and this time you will give them 1 warning that you will go to your local authority that deals with this matter and hand over the case to them (it’s usually free in cases of malpractice from companies).

Yeah i know it’s tricky, i asked them a couple times to refund me a dlc for a game i never played, then after i year i sumbitted it again with “please” and some cheeky emplyee accepted it rofl they are not even supposed to refund dlcs
