FISHING QUEST BROKEN
IF YOU ACCEPT [Weapons of the Sea] YOUR CHANCE OF GETTING “FISH HAMMER” / “FISH SWORD” IS EXTREMELY INCREASED.
THIS DOES NOT GET REMOVED AFTER FINISHING QUEST

As someone who held the Fishing Master title in previous iterations of the game I appreciate your frustration. This happened back then to me as well. The only good news I have for you is that you’ll level past that annoying period pretty quickly.
You should probably repost this in the Bugs forum, since it is one. There is an algorithm that dramatically increases your odds of catching quest fish, for the Weapons of the Sea quest it’s apparent the flag to revert to the normal catch algorithm isn’t being applied. I’ll be happy to add my experience and apparent root cause the of the issue if you do.

I’ve managed to go and shoot myself in the foot with this one as well.
Running through high level areas at a lower level was fairly simple leading up to “Weapons of the Sea”, but now that I’m there I’m a bit nervous to push through and turn this quest in.
In the meantime I catch maybe 3 fish out of every 10 casts. The rest are hammer/sword fish. This includes fishing in Hotspots.
It would be fantastic if they could flag even HAVING the fish that are needed and remove the increase in chances.
Anyways, just adding my 2 cents to say you’re not alone… the pain IS real.
