There are a lot of fishing spot missing.
lots of 2 stars and 3 stars spots are missing/never spawn.
Please, fix that.
You need to level up your fishing skills for them to appear.
Higher tier fishing hotspots are avaiable only on higher levels.

I did level up, the ones missing seems to be because of some changes apparently.
So far I haven’t encountered “not spawning” fishing hotspots. 2-3 star spots do have longer cooldown and are more contested.
Can you list some locations that fail to spawn for you?
Apparently 1 was the case of my level being low.
the one missing is a 3 star early at primrose in windsward.
