The dev that stated another ruleset would be needed and blah blah would need to be implemented as PVP gamers asked for “more” never sat right with me, it made no sense, like a lot of the changes this inexperienced AGS staff are currently making.
Simply create PVE servers instead.
No need to make any changes other than revert weapon and gear changes for PVE because there will be no PVP, no need to screw over PVE content because the PVP gamers are crying about damage. Current plans and target goals will not need to be changed because they were planned around PVP anyway, and the PVE servers will use the same content minus the flagging.
Weapon balancing and gear balancing will be much simpler for the devs also as they will not have to rebalance NPC’s along with PVE gamers, a win win. Take care of the poor programming that leads to duplication and obvious exploits and everyone is golden.
Towns can then get rid of the more than stupid taxes, people will be able to buy homes and maintain them and actually craft items without going broke and actually have fun and explore instead of logging in and working to make gold to meet some artificial tax goal some dev dreamed up.
Invasions will still happen, and even outpost rush with NPC’s defending or attacking as the Humans will all be PVE.
The only foreseeable problem is the PVP players eventually leaving their own servers as they will have no taxes and even less mats to build with and very few people to help with invasions as they thin out.
