I’ve been going nuts over the FPS drops on my RTX 2080 ti ftw3 ultra over the past few weeks and tonight I finally figured it out. There are 2 settings in BIOS named “Above 4G Decoding” and “Resize-Bar support”. Turn them both off. After I did this, all the FPS problems are gone. Apparently, Lumberyard has a problem with the extended addressing support and the FPS problems must be related to moving memory across the PCIe bus when these are enabled.
I would love to hear if this works for others. I’ll also be testing it with my RTX 3080 ti ftw3 ultra whenever it finally comes ;-/

this makes zero difference for me. Maybe it would at different settings, idk. but I play at very high, using a 5700xt. at 2 different areas used for the test I had 58.5 and 59.5fps and it was exactly the same when turning it off, from being on.
This will not increase your FPS rate unless you’ve been having the drop-off problem where your FPS rate randomly falls back to really low numbers as you move around. Also, this only seems to affect users on RTX 2080 ti, RTX 3080 ti and RTX 3090 cards which must have different 64 bit addressing hardware than other cards. Many users have reported numbers as low as 15 FPS but mine dropped as low as 25. With this problem it can happen anywhere but it’s most likely to happen when there are a large number of graphics objects being managed such as in towns. It will also cause huge stuttering problems. After changing these settings in BIOS I’m getting max FPS rates all the time.
Gonna try this one out for sure. I have msi 2080ti that runs under 60c and even when I lower all settings to low I still get these drops. Found it very weird to have the same fps on high but drops were persisting even on low. Thank you for this find and fingers crossed to work for me as well
Hi Customer Service: After further testing, it appears that the primary problem is the “Resize-Bar Support” setting. On my ROG Motherboard, this setting only appears when the “Above 4G Decoding” option is enabled, but it looks like it’s okay to enable Above 4G Decoding as long as you make sure the Resize-Bar Support is disabled.
Have the developers test this on an RTX 2080/3080 ti card or an RTX 3090 card to see if they get the same results. Run New World on full 4k 3840x2160 at 60hz+ with all “Very High” settings. With both Above 4G Decoding and Resize-Bar Support enabled they should see the FPS drop and stuttering problems, with both disabled or with Above 4G Decoding enabled with Resize-Bar Support disabled, the problem should go away.
