Freedom, Invigorated, Fortified, Empowered and possibly all buff/debuff timing modifiers are not working if used together

- Describe the issue you are experiencing: Using a gear that has a debuff or buff timing modifier, if used alone, it works as intented, but if used with any other modifier, it will stop working
- Is this a bug or an exploit: Bug
- (if a bug) How did the issue effect your gameplay: All gear that are suposed to be “Great” because of the given perks, are now almost useless, unless you have them all giving you the same stackable modifier, wich is not even possible, since some of the perks listed are exclusive to the amulet or armor.

- What are the steps to reproduce the issue as you experienced: Use the different type of perks listed above at the same time. Only the oldest one you unequiped will be active at any given time.
