I put a Rally IV gem on my frostbarrel. Whenever I drag a gem, its slot doesn’t expand, and when I click on it and hover the replace gem button, it says “No gems available”.

This is probably an easy explanation.
Your weapon has a perk Chain Lightning or another elemental that does not allow elemental gems.
Do you can Equip a Diamond (as you did “Rally”) or Opal, but not a Ruby or sapphire, etc.
Designed game functionality.
CM’s should know this, I’ve seen them miss this simple mechanic in plenty of forum posts

Ah I see. I wasn’t aware of this since I don’t normally use weapons with chain elements. Thanks for your help.
