An idea I had that may have more value for Factions, the Guild that is controlling the territory chooses whether its territory will be full pvp connected or not, or just select some farm spots and mark that spot in your region is pvp always on, and it will be up to the mayors of the city to establish where their pvp will be or if the entire territory will be pvp connected.
