Describe the issue you are experiencing: Anytime I move around in game from previously being still, almost all the graphics in the game shimmer/flicker for a brief moment

What are the steps to reproduce the issue as you experienced: Stop moving in game camera, start moving in game camera again.

When did this happen? (Date and Relative time; please include your timezone) This has been happening basically since I started the game, I gritted my teeth and pushed passed it for awhile to keep going, but after awhile I quit the game because of it.
I have searched google for countless hours looking for a fix for this issue, to no success.
Here are my PC spec’s:
Windows 10 Home 64-bit
AMD Ryzen 5 3600
16.0GB Dual-Channel DDR4 @ 1599MHz
ROG STRIX B450-F GAMING II
VG248 (1920x1080@165Hz)
4095MB NVIDIA GeForce RTX 2080 (MSI)
1863GB Samsung SSD 970 EVO Plus 2TB
750w PSU
Here is also a list of things I have done to try and fix the issue already:

Updated windows to latest version

Updated video card drivers to latest version

Tried a different monitor

Tried different cables for my monitor

Tried different slots on my video card to plug in my monitor

Adjusted all graphical settings in the game multiple times

Turned V sync on/off

Turned Adaptive-Sync on/off

Turned on/off steam overlay

turned on/off GeForce Experience overlay

Used Presets from GeForce Experience for my graphics

Tried lowering my monitor’s Hz from 50, going through the entire list to 164.917 Hz (while also testing V Sync and Adaptive-Sync for each and playing with all the graphical settings as with each)
These are the things I have tested that I can remember off the top of my head, I’m sure I’ve tested other thing as well that I am just not remember at the moment.
I honestly think New World is a great game and would love to continue playing it. However this issue annoys me quite a bit and the longer I deal with it, the less I enjoy the game. Any help would be appreciated, thank you.
