Yesterday I was playing New World at 80 frames and the game was fine. Today I tried to play it and when I open the game it takes over 5 minutes for the game to launch and when it does launch I am getting 20 frames. Every other game in my steam is opening perfectly fine and running normally, its only new world having this problem.
All my drivers are up to date, no windows updates needed, no game updates needed, internet connection is fine at 250mb/s, verified the integrity of the game files, nothing is working.
I have uninstalled and reinstalled the game several times and nothing is fixing it.

Clean boot Windows to reduce startup applications/Check for Malware.
Try clean booting into Windows:

If you continue to have trouble after performing a clean boot, it’s safe to assume that background programs and services aren’t the root cause, and you can go back to your normal startup.
Check for malware:
Malware can cause many adverse effects on your computer. These effects vary widely depending upon the type and purpose of the malware, but high resource usage can be one of the symptoms, which could directly impact your gaming experience. If you have your own preferred antivirus or anti-malware software, feel free to use it to scan your computer.
Set Windows power settings to High Performance.
If your computer power profile isn’t set to High performance, it could be throttling performance.
To access Power Options in Windows:
Press Windows + R, type “powercfg.cpl” into the Run window, and then press Enter.
Select the radio button next to the High performance power plan. You may need to click Show additional plans first.
