It does not list “0/10” for how many enemies I need to kill. Killing enemies in the area does not progress the quest either. It’s completely stuck. So… The bug seems to have fixed itself, but it’s quite weird.
I ended up deciding to leave the quest until it’s fixed, and worked my way North in Edengrove to unlock the Fast Travel (Genesis Shrine), and also discover a couple of the “?” question marks I had on the map. Here is a screenshot of my path:
Once I got to the Shrine, I teleported back to Edengrove’s Outpost. At this time, I noticed that the Gates of Edengrove quest updated. Not only did it update, it showed that my counter was 7/10 complete (so it counted previous kills), along with it changed the wording of the quest as well:
