If your expertise isn’t at 600, will named items (dungeon drops, Elite chest drops) always drop at 590?
Yes, I got the Bloodsucker’s Sword (Bloodsucker's Sword - Item - New World Database) before I had 600 expertise in Great Sword and it was 590, although the GS was halved between my current expertise and 590, until I got 600 expertise and could raise it to 600+ GS.
I think it’s mostly true, but there are (or were) some sources of named items that didn’t seem to work like this, primarily item caches that can drop named items. I got a named greatsword from an opr cache after Brimstone dropped at GS 512, but the named greatsword I got in ennead the same day was at 590.
