In the second part of Giacomo’s quests, after you have bought a house, he sends you to gather Withered blood from a couple of places in Monarch’s Bluff. In the first area only about 1/3 of the withered are valid mobs for the quest and the second farm has been totally reworked for the new leveling experience and there are no withered to be found. The only valid quest targets are some bugs and there are not many of them on a slow respawn. These are minor issues on legacy servers but will be major ones when many low-level players are doing that quest with competitive mob killing on the fresh start servers.
