Governing companies don't necessarily want to push back on influence

I’m not sure how common this is, but it seems like an overall negative for the game. I’ve seen governing companies, when an enemy faction was pushing influence in their territory, say that they don’t care because they want to play a round of war. This means less open world PvP for the pushing faction, and it means any allies of the governing company who push back will likely be outnumbered and not want to do it. Furthermore, since getting into a war is basically impossible for anyone but the best friends of elite company leaders, the only people who will be able to have fun in the resulting war are the people who let the potential open world action stagnate.

I don’t have a solution, but this certainly seems worth discussing.
