The pants drop in Eternal Pools and are the easiest to obtain as others like to farm for silver leaf in the area.
The hat and boots drop off mobs in the Spire of Melpomene. Very few people want to farm the area outside of world tour chest runs.
The hardest pieces to farm are the chest and gloves which only drop in Ambusti Inferior on level 63 Scorchvein Archers and level 63 Scorchvein Supply Guards. Even if you get one to drop it is almost impossible to get it at 590GS.
Please consider that your actual players may also like to wear the armors that you feature
P.S. I am no stranger to farming the world for named armors. Even the three pants from Stranglepitch road. It’s just that Ambusti Inferior is much to hard to effectively farm.

Check on ur trade post how much price for light,medium & heavy armor with resil & refreshing.
The different is only. Angry earth ward for dg and resil for pvp.
I think the drop rates for the Reekwater pieces are pretty reasonable. The only problem is the chest and gloves not being viable to acquire at 590+.
Probably all of the Harbinger pieces should have their locations expanded to cover the whole area, so the Hat/Boots could drop at lower gear score in Forecastle Drift, and the Chest/Gloves could drop at higher gear score inside Scorched Mines.

To get people to farm siren with you try advertising " Armorer parts/siren orb farm"
I do it every single morning right after reset
There are three Scorchvein Supply Guards on which you can base your run…very close
On other hand if you don’t want to run mines …craft chest/gloves with raider/mossbourne patterns
I’ve farmed them for weeks without a harbinger drop - they don’t appear to be coded as “boss” with the upgraded named loot chance. Actually they almost always just drop a potion.

I’m not unfamiliar with farming open world named sets. I’ve spent many months acquiring them.

And from my many months farming, I assure you that getting all the gloves and chests from Ambusti Inferior has in no way been easy.
You can get the boots and hat from Sirens Dog its right around the corner from Siren Arena, just go across the broken bridge, walk around the rocks, and jump back onto the decks and run up the ramps back to the top part of the broken bridge. He’s in the house right there, easy farm, I solo’d him with a heavy build. I always do Sirens arena, then invite people to farm the boss since it’s so close.
Pools tentacle will get you the pants, there’s always groups doing it.
I just used bought/dropped gloves and chest with ae ward and weapon perks to fill out the rest of that build for Gen m10.
Farming named sets is one of the only fun things to do after completing everything else in game. I completely agree that it is very frustrating about 590+ drop chance from level 63 mobs. I wish this would be fixed for named item drops.
EDIT: Also this post reminded me I own the pants and should upgrade them to 625 for tanking gen! I totally forgot I have them. I actually bought and upgraded some pants yesterday cause they have refreshing on them. Silly me.
I have dropped 5x Carapace of Corrupted Rage from Siren’s bosses in the last 6-7 months.
The highest GS I’ve dropped is 587, 3 points away. The other 4 haven’t even broke 570. And I’ve only ever noticed -ONE- 590 equipment drop which was some junk sword.
Honestly, I believe all gear that is level 60 (500GS+) should be upgradeable with umbral
