These are named items, but don’t drop at 590? Is this a bug or working as intended?

it is apparently working as intended but in saying that the ones found in lower mines need to be bumped to upper mines because as it stands you have a 1/30 chance of rolling a 590 piece you can upgrade. considering how rare it is I think moving them to higher level mobs in the same area is warranted.
