Hatchets with 15 stat point

i was looking around in NWDB and i stumbled some hatchets that has 15 stat point
are they intentional… or bug
there are 4 hatchets like this with 15 stat point
when i saw this i though we will be using hatched shield or double hatchet ^^
below an example any1 know about these ?

I have noticed them as well and think its a bug.

But if this somehow has to do smth with a shield or another hatchet, they will need to nerf a lot of perks.

Interesting, those exist only on the PTR. Maybe, Hatchet + Shield soon?
