I bought a 599 weapon off of the trading post yesterday and when I equipped it it lost 50 levels to 549. I have 20 points in my bow but it said something on the lines of the fact I lacked expertise. What does this mean? How do I get the 599 weapon stats back on the bow that I bought?

You need to get your expertise up for the weapon. If you have 500 expertise and equip a 600 GS item, it will meet between those two points.
How do you find out what your expertise is? I’ve used the bow since level 1. Do you level it just by using it or do you have some sort of upgrade with materials?

First have to hit 60, then you get expertise bumps at the gypsum kilns in towns by getting the required gems for it and buy running expeditions. Are you 60 already?
Yes I’m 60. I have a couple of gypsum’s. I bought an earring with one.
