Defending faction can have overlapping Horn of Resilence that provides a big defensive buff. Keeping this buff up for the entirety of the war makes it extremely difficult for an offensive faction to defeat the defender.
I highly doubt the intent of the Horn was to provide a permanent buff throughout the entire defense of a town.
Permanent control of towns has also led to stable streams of income for companies & stability. This has empowered the rise of real money transactions due to stable in-game-income from the entire playerbase of servers.
The horn should be modified to be what it is - a cooldown, to defend against a push, not a permanent advantage: 1 horn allowed per defending faction.
