How is it possible to fuck up merges when you have "world sets"

In us EAST there is only 3 world sets that hit capacity. (Only on the weekends, otherwise 0 world sets hit capacity) Capacity = 2000 (this is an MMO btw and 2000 is pathetic)

Why are the rest of the entire sets not being merged?

Why do you choose to make 1 500 pop server and 1 1000 pop server out of world sets when you could have 1 1500 pop server.

Why are you killing your own game?

This is the kind of thing that looks like it is a good idea to a project manager looking at MS Project, but in real life it does more harm than good.
