Rework block stability as follows:
Blocking will no longer damage your stamina, instead your stamina drains every second you block.
Every shield can block an infinite number of hits, same as dodge can avoid an infinite number of hits at one time.
Block stability will decrease the stamina lost during blocking:
Round shields - 15 stamina lost/sec
Kite shields - 10 stamina lost/sec
Tower shields - 5 stamina lost/sec (final value with bonuses from heavy armor and tower shield)
Values mentioned above can be adjusted based on testing
This way players using shields can block multiple attacks but cannot spam block indefinitely
Breaking a block will only be available for certain weapons, 2 handers mostly like GA and WH.
Armor breaker is one, execute is another. Breaking a block is guaranteed if the target has less than 50% stamina and will make the target drop to the ground. If the target has more than 50% stamina, these abilities will apply a debuff for 5 seconds that will decrease blocking stability by 50%.
Weapons that do not have an ability to break the block will have mobility and can focus attacks on the target until the blocking enemy stamina is exhausted ( hatchet, spear, rapier, sword and other fast attacking weapons)
Reaching 0 stamina will cause a stagger as normal
AOE abilities will bypass blocking as normal
This change is mainly focused on tanks, which seem to get the short end of the stick lately. While a dodge will still be superior most of the time, having the option to block multiple attacks at once will be a good change. While fighting multiple opponents they can still flank you, but a good tank will try to keep his enemies in front of him, and accept the lack of mobility in exchange of becoming an immovable object for a few seconds.
