How to get LVL 60 people to Flag PVP in Open World - 10% Luck Bonus

Convert the 10% EXP bonus to a 10% LUCK bonus once you hit level 60.

It will be chaos, mayhem, but a lot of fun and people WILL flag for this.

Will also make Elite Boss Farming a whole lot more interesting.

Right now there is like 0% reason to flag in open world.

i think a luck and yield on gathering bonus will lead to entire servers flagging
