How to join marauders faction on PTR? Need help

I’ve started at Monarch’s bluff and following the main story. I still haven’t been given the opportunity to join a faction. I’ve travellled to cutlas keys to talk to the marauders representative there and there’s no quest for it. How do I join a faction? I’m lvl 18
The main story quest i’m upto is “Old stone remembers”

I found out the quest line for marauders and covenant begin in Everfall. In case anyone wondering

Indeed, as you said, the quest line to join a faction can be found in one of the starting cities Everfall, Monarch’s Bluffs, Windsward or First Light.

It seems mighty hard for new players to get to a faction quickly.

I’d say it comes quite easy at level 10 when you just follow the quest lines in the starter cities.

maybe i missed something. I didn’t have any quests for factions till i visited everfall.
So they were always there or just showed up when i hit a certain level.
I did start in monarch’s bluff if that helps?
I was level 18 and hadn’t been led into a faction specific quest, only when i looked around at the quest markers in everfall city.

Actually I just checked on the PTR and all the lead in faction quests all start in everfall.
No quests lead into them. @WarriorCE

Are the faction quests visible all the time or when you hit a certain level?

As @Darkzler said, the faction quest is unlocked when you reach level 10 and is available on your starting city.

However, when talking about the PTR, this is a limited-availability server-set that will give players an early look at upcoming features. These preview builds are snapshots of upcoming major releases and are not final versions — you may encounter bugs, crashes, missing text, or other issues.
