I am a very vocal person when it comes to the bow and have had opinions expressed on a lot of things. There are issues with the bows performance balance that make it need some rebalancing.
I like where the bow might be able to go with some of these changes in the PTR although these changes fall short of addressing why the bow seems both useless and OP depending on the situation. The last change made it very strong but also extremely specialized. I feel the bow could offer some more benefits in a general DPS role and still be very good.

So far the removing of stagger from pen shot is okay considering they are removing the combo time of leaping strike basically what I use pen shot for anyways, this is less of a concern for me now. This does need some major addressing though.

Penetrating shot without CC does need a cooldown adjustment, it should have at least 2-4 sec taken off of its cooldown, and the refreshing penshot should be registered on hit not on kill, even if its less potent than other refresh on hit abilities this as a general DPS ability wastes a lot potential.

The explosive arrow is still clunky and needs some animation tuning.

Issues with poison shot - As the ability is, it kind of has a toxic point padding reputation, this can be a bit of an issue and instead of just buffing DOT damage mentioned before a better solution may be to change how poison shot works entirely. Instead of doing any serious damage reduce DOT damage really low just so players can see the attack landed, but in exchange make it apply a disease and a slow that the debuff can apply to anyone caught in the cloud. This makes it more of a utility team player kind of attack and break up the bows reputation for padding points.

Evade shot perk changes are awesome but to also help with stagger removal from pens shot should offer I frames and have a faster animation.

Rapid shot, new changes are great except it should be able to be fired with a release window in case you have to hold a shot for a second.
With these changes it might be less potent in 1v1 situations but also have more potential in more general DPS roles.
I am not going to Q_Q over bow changes because to be very honest I do find the bow very easy to play right now, at the same time I find it really annoying to not be able to spec into this class and need other classes to be slotted into certain content.
Anyways a lot of people are going to have some opinions on changes like this but honestly no weapon should be as situational as the bow where it can overperform in very specific circumstances and be neglected in many other situations.
