I can't get Azoth Staff Tier 5

First of all, I have to say that I have been trying to solve the problem I have had by following the forum frequently for a week, but I could not reach a result. I tried all the suggested ideas but it didn’t work.
This situation will take a long time to be fixed and we, as players, are far behind as players who experience this situation.
I have an idea, the people who have the problem are not a collective problem, it is a problem that usually occurs with individual users.

Besides, the reason we had the problem is that we went to Brimstone before finishing the Main Story, and therefore the quests in Aidana or Shattared do not open. Then it seems that if you set the Brimstone tasks Shrine plugins of the users who have the problem, that is, as if the players have never gone, you can help the players who have the problem, at least until the fix comes.
